Singular Noun goes with Singular Verb, and in modern English, singular Verbs MUST carry 'S' at the end.......So since "The Woman Who" singular appears as the subject, it follows by a Singular Verb "SELLS". Option "A" is perfect as the answer.

Sorry for the late answer guys, been travelling up and down Nigeria since middle of last week. . . . The correct answer is C. The 1st verb, "sells" acts on the singular verb "the woman. The 2nd verb "sell" describes the 2nd object there "oranges"
