It's not about corruption but it's all about the ingenuity of the current administrator. Meritocracy has been sacrificed on the altar of favouritism, mediocre and incompetence. Instead of deploying the services of technocrats who could deliver just like the last administration did, corrupt party faithfuls where chosen.
